A must have if you're overclocking and need an accurate and reliable temperature reading.

CPU-Z
CPU-Z is a simple freeware utility that gathers information on some of the main devices of your system (CPU, motherboard, memory etc..).

DropMyRights
A simple utility which when used to open another program, lowers the privileges of the application. This is particularly useful when you're always logged on as an administrator, but want to access the Internet more safely. By dropping the unnecessary administrative privileges when using some applications, you can significantly reduce the effects of a virus/trojan on your system.
To use the tool, simply extract it, and create a new shortcut to your desired application with the following format:

C:\program files\ dropmyrights\ dropmyrights.exe" "c:\program files\ internet explorer\ iexplore.exe" -X

Replace 'X' with either 'n' (for normal non-admin user privileges), or 'c' (for constrained user privileges - extra secure).

Filemon
FileMon monitors and displays file system activity on a system in real-time. Its advanced capabilities make it a powerful tool for exploring the way Windows works, seeing how applications use the files and DLLs, or tracking down problems in system or application file configurations.

File Renamer
File Renamer is a small application that makes it fast and easy to rename a number of files at the same time. This computational power is used to find out more about protein folding, and how this 'folding' is linked to diseases (Alzheimer's, Mad Cow (BSE), CJD, ALS, Huntington's, Parkinson's disease, and many Cancers).

HijackThis
A general homepage hijackers detector and remover. With almost a dozen against hijacker tricks, it is continually updated to detect and remove new hijacks. It does not target specific programs/URLs, just the methods used by hijackers to force you onto their sites. Be sure that you know what an item is before deleting anything (as 'false positives' are common due to the nature of the tool).

HJSplit
A simple standalone freeware file splitter which splits files of any type and size (and rejoins them again alter if you so desire!). Ideal if you have files which are too big to fit on a standard DVD/CD and need to be split up into smaller pieces.

You can save the process list (and dll list) to file, as well as copy it to the clipboard. Compatible with at least Windows 98, 98SE, ME, 2000, XP and newer. It doesn't have the features or power of a general-purpose editor such as Adobe Premiere, but it's streamlined for fast linear operations with video (recompression/applying filters etc..).

WinAudit
WinAudit performs a rapid and exhaustive audit of installed software, the security configuration, installed hardware, network settings and much more.

If you have a hard to diagnose computer problem, and ask a question on I Think I Broke It, I may suggest generating an audit of your system with this utility (which you can then email me to assist with the troubleshooting process).
